Clarify tag options and add help link

This feature is to make it more clear the requirements for tags and also add a help link in case people are stuck.
Spaces & special characters are not allowed for tags. Currently, if a user attempts to create a tag with an inadequate name, the error message is: Only alphanumeric characters are allowed. Update this to be: Tags cannot have spaces or special characters.
