Allow Staff and Users to be mixed on reports

Currently users can be compared with users and staff can be compared with staff. Staff cannot be compared with users.
This feature improvement is to make it so that individuals selected on My Team will still be selected if you move to the Users tab and vice versa. This will allow paid users to be compared with participants on Comparison / Team Reports.
